Saving Presets Issue.

I have exported my synth into Reaper.
I can save Presets in the synth and recall them from the preset list but when I save as text program or all programs it does not recall them correctly , seems to go to some default patch , what am I overlooking.
Also seems weird the way that I cannot work on an already saved preset and then just save that as a new preset.
Seems like i have to always select an empty one and start from there , or select an empty one, open text preset etc.
