Need some help here (preset bank) missed something

Im trying to fighure out why my preset bank dont work correct. When i click on FILE sometimes the preset list coming up.
And when i click on the preset inside the arrows.
like this.
<| here is my bass |> then this preset list should showing up. and not when clicking on FILE.
can some one pls help me out?.
