I Need a Midi program change vst that generates numbers for Lsb, Msb and Program change

Channel Number 1 -16
Program Change (1 - 127)
Msb (1 - 127)
Lsb (1 - 127)

Generate button

.
Also generate numbers in between two numbers

( From 5 to 25, ex)

. Please to the coders... I'll donate been looking for this for the past decades trying to use for a daw to control Hardware Synth.

Well i don't know too much as well. I know their are alot of professionals on here. That would be a blessing if some one can create it. If i was a programmer i would make also sorts of programs and gadgets.
