In my case it was a misunderstanding! What I tried was to set the Preset Parameter Prim's option "Store in presets" to false and back to true. I know made exactly what you did, checking for the error to occur, then going to the Preset Manager Prim's option "Lock/Unlock programs" and setting it to true, then back to false. And this indeed works for me. The issue is gone.
