shell execute does not work perfectly

On a clean windows 10 the shell execute does not work perfectly. When i want to open a cmd batch file with the exec the batch file not work. When i run it manually this batch file is correct. If i run a registry key with /c command it is work in Exec, but if i want to run a batch file it is opened in background but not does anything. i converted the cmd file into exe file and i tryed to run this with Exec but it was not solution. Maybe shell execute need a microsoft services but i dont know what needed. Can help me anybody?

Maybe somebody need the solution, i tryed to run the Exec in the program files folder and it was the solution. So it was a simple permission problem.
